Find Favorites allows you to quickly find a link in the sometimes confusing folder which Internet Explorer keeps it's bookmarks (URL files). Just type a word on the find edit box and Find Favorites will quickly display any matching links (searching the contents of the file by name, address and folder).

If it had a hot key launcher to wake up and show for search, it might be worth looking at. Otherwise, I'm not sure how this might differ from the bookmark managers already included with the browsers.
